of the procedure for compulsory state fingerprint registration, photographing and medical examination of foreign citizens
In accordance with the Federal Law of July 1, 2021 № 274-FZ “On Amendments to the Federal Law ‘On the Legal Status of Foreign Citizens in the Russian Federation’ and the Federal Law ‘On State Dactiloscopic Registration in the Russian Federation’ foreign citizens arriving in the Russian Federation after 29.12.2021 must undergo mandatory dactiloscopic registration, medical examination and photography.
There are two categories of foreign citizens
They arrived for the purpose of labor activity within 30 calendar days from the date of entry,
This category includes foreign citizens of:
– EAEU Treaty member states (Armenia, Kazakhstan, Kyrgyzstan) (except for citizens of the Republic of Belarus);
– those who applied for a patent or received a work permit, including highly qualified specialists;
– other persons who indicated the purpose of visit “work” in the migration card.
Arrived for an extended period (more than 90 days) for other purposes within 90 calendar days from the date of entry.
This category includes foreign citizens:
– family members of workers of the EAEU Treaty member states and foreign citizens receiving education in the Russian Federation, as well as other categories of foreign citizens who arrived in the Russian Federation for a long stay (more than 90 days) and indicated in the migration card the purpose of the visit not related to work;
– foreign citizens in respect of whom the above procedures are carried out on the basis of the principle of reciprocity. Order of the Ministry of Foreign Affairs of Russia from November 29, 2021 № 23817 approved the List of states (for example, Austria, Lithuania, Thailand, etc.) in respect of certain categories of citizens of which (these are holders of diplomatic and service passports and members of their families).
At the same time, these two categories are required to have supporting documents in order to legally stay on the territory of the Russian Federation:
The document confirming the compulsory dactyloscopic registration and photographing of a foreign citizen is a laminated form (card) with a photo image and identification data of the owner.
Documents on passing medical examination, which are issued by authorized medical organizations.
The procedure of compulsory state fingerprint registration and photographing is carried out by the migration departments of the territorial bodies of the Ministry of Internal Affairs of Russia (https://мвд.14.рф/).
Foreign citizens arriving for work purposes must undergo the above procedures in Yakutsk city:
– at the Labor Migration Department of the Department of Internal Affairs of the Ministry of Internal Affairs of the Republic of Sakha (Yakutia) at 32/1 Yaroslavskogo St. from Monday to Friday from 9.00 a.m. to 12.30 p.m. and from 2.00 p.m. to 5.00 p.m. (Saturday, Sunday – days off);
– in the branch for the Republic of Sakha (Yakutia) of the Federal State Unitary Enterprise “PVS” of the Ministry of Internal Affairs of Russia at the address: 32/1 Yaroslavskogo St., Yakutsk, Monday through Friday from 9.00 a.m. to 1.00 p.m. (Saturday, Sunday – days off).;
– in the Migration Department of the MIA of Russia “Yakutsk” at 37 Lermontova St., office 1 from Monday to Friday from 9:00 to 12:30 and from 14:00 to 18:00 (Saturday, Sunday – days off).
Foreign citizens arriving for a long period of time (more than 90 days) in the migration department of the MIA of Russia “Yakutsk” at the address: 37, Lermontova St., office 1 from 9:00 to 12:30, from 14:00 to 18:00 (Saturday, Sunday – days off).
Preliminary appointment is possible by telephone (in Yakutsk by tel. 8(999) 949-28-54) or by personal visit of the applicant to the Migration Department. Applicants are accepted on a first-come, first-served basis.
In order to avoid queues, it is recommended to apply for documents in advance.
Mandatory dactyloscopic registration and photographing are performed once, without state fees, regardless of the number of entries/exits to the Russian Federation.
The validity period of medical examination documents is established by Order of the Ministry of Health of Russia No. 1079n dated November 19, 2021 (issued from March 1, 2022 are valid for 1 year).
At the same time, after the expiration of such medical documents, foreign citizens are given 30 days to undergo a second medical examination.
In case of a stay exceeding 30 days, EAEU citizens are also obliged to undergo one-time dactyloscopic registration and photographing. The list of medical organizations authorized to carry out medical examination in the territory of the respective constituent entity of the Russian Federation is established by the supreme executive body of state power of the constituent entity of the Russian Federation.
For foreign citizens who entered the territory of the Russian Federation before December 29, 2021, the need for mandatory procedures arises when they subsequently enter the Russian Federation in the general order.
However, due to the fact that compulsory fingerprint registration and photography are carried out once with the issuance of a confirmation document that has no expiration date, foreign citizens who entered the territory of the Russian Federation before December 29, 2021, have the right to undergo this procedure in advance, without waiting for departure from the Russian Federation and subsequent entry.
Persons who have previously undergone fingerprinting and photography, including when obtaining a patent, are exempt from these procedures. Such foreign citizens have the right to apply for a document confirming the completion of compulsory fingerprinting and photographing to the migration department.
Foreign citizens are exempted from compulsory completion of the above procedures:
who are citizens of the Republic of Belarus;
who are officials of international organizations who entered the Russian Federation in connection with the performance of their official duties, and employees of representative offices, as well as family members of these persons;
under the age of six;
temporarily or permanently residing in the Russian Federation (having a temporary residence permit and a residence permit);
who entered the Russian Federation before December 29, 2021.
In case a foreign citizen fails to fulfill his/her obligations to undergo mandatory state fingerprint registration, photographing and (or) medical examination, decisions will be taken in respect of such foreign citizens to reduce their temporary stay in the Russian Federation, with the obligation to leave the Russian Federation within 3 days.
In case of loss or damage of the document confirming the passage of mandatory state fingerprint registration and photographing, it is necessary to apply to any of the above-mentioned departments, where such a document will be issued again.
